Following a fierce exchange of fire between the militants holed up in a mosque at Shangus in Anantnag district and the security forces, reinforcements have been rushed to the site.
Senior Army, police and civil officials, who reached Shangus early on Monday morning, are supervising the operation.
"There is sporadic fire from inside the mosque. The cordon has been tightened and all routes leading to the mosque and the town have been sealed," a senior police officer said.
Journalists were not being allowed to go beyond Achabal.
"There are between three to five militants inside the mosque. We have been asking them repeatedly to surrender," another officer said.
Local residents were collected in an open ground for identification in the morning.
The militants took refuge in the mosque when a Special Operations Group unit raided Shangus on Sunday afternoon.
Sources said intermittent fire continued through the night.
Meanwhile, two soldiers of 21 Rashtriya Rifles were killed in an exchange of fire with militants at Zachaldara in northern Kupwara district.
