In the absence of any official to receive him, former Chennai mayor M K Stalin on Friday presented a memorandum to a peon in the city municipal corporation office.
The memorandum related to the state of city roads in the aftermath of recent rains.
Stalin, who was leading a Dravida Munnetra Kazhagam delegation, later told newsmen that officials were barred from receiving him.
Stalin is a member of the state legislative assembly and was accompanied by another MLA and former deputy speaker, Paruthi Iilamvazhuthi.
Stalin claimed that even when he was mayor, the All India Anna DMK government discouraged corporation commissioners from meeting him. "In the last 18 months of AIADMK rule, the corporation has had five commissioners," he said.
Earlier, speaking at a DMK demonstration protesting the poor maintenance of city roads, former health minister Arcot N Veerasamy said the Jayalalithaa government had not allotted any funds for the improvement of Chennai roads after taking over.
