The 30-year-old, who scored 42 goals in 124 appearances for United, is set to agree terms on a two-year contract with the option of a third year, for an undisclosed fee.
Saha, who has 18 international caps, will become Everton's third major signing since last season following the arrivals of Denmark defender Lars Jacobsen and Ecuador midfielder Segundo Castillo.
Saha moved to Old Trafford from Fulham in January 2004 in a 12.8 million pounds ($23.44 million) deal but struggled to force his way into the first team following a spate of injuries.
He has yet to feature for United this season and made just six Premiership starts during the 2007-8 season.
The former Metz and Newcastle United striker will directly replace England [Images] striker Andrew Johnson, who quit Goodison Park earlier this month to join Premier League rivals Fulham.
